Could the legalisation of sex work in Uganda work as an HIV-prevention strategy and help regulate the growing industry?

Prostitution has existed in every single civilisation of recorded human history. Regardless of culture, religion, governance and time period, whenever there are services or goods available for barter, there will be those willing to do so for sex. Over-analysing why people choose to pay for sex or how we can end prostitution is futile and subject to different beliefs, moral compasses and opinions. Moral-crusaders, concerned citizens and law-enforcement institutions can try and put an end to prostitution all they want, but it hasn't worked in the past and is unlikely to do so in the future.
