Major Powers Reach International Agreement on Ukraine

Top News: The United States, European Union, Russia, and Ukraine brokered an agreement in Geneva on Thursday to deescalate tensions in eastern Ukraine, but the deal could be undermined quickly as militant separatists in the east have said that they will not abide by the decision.

The agreement calls for the disarmament of armed groups in eastern Ukraine and the return of government control to occupied government buildings, granting amnesty to separatists occupying facilities if they leave voluntarily and are tried for capital crimes. In exchange for Russia not intervening in these matters, the United States will delay another round of sanctions.

But separatists in Donetsk, who have occupied government buildings and declared themselves the independent "Donetsk People's Republic," say they won't leave until the government in Kiev steps down. FP's Christian Caryl found a similarly defiant crowd in Odessa earlier this week.
